Crafting - level limits?

Are there any limits for crafting in level of player? For example, can lvl 1 player build "School", learn lvl 40 craft recipe and craft it?
|||I think so...|||Recipes have a level restriction.|||I guessed that Recipes level restriction means what level you need to use this item, not level you need to craft it. Or the level of recipe means what level you need to craft it?

|||The level requirement for a recipe is the capital city level you need to use and equip this item. There are no level restrictions for crafting things.
