While in the game click the HOME button. The GFWL screen will drop down. Click SETTINGS then NETWORK.

|||I think there might be some mis-communication here as the poster doesn't appear to be natively english speaking, i think what he is getting at(and i by all means could be wrong) is that his privacy settings prevent him from communicating with other players and viewing their capital.That's usually a privacy setting configured inside the xBox live account, i know this because i had mine set to friends only myself, until playing AoEO which basically forced me to change that setting just so i could communicate with other players in-game.
If that's not what he's getting at, then i'd say you have it covered Bill... ;)
