Buy Decoration items from MKT Place using $ but still need ingame money to use why?

I brought some decoration pack from Marketplace using real $ and they mention you can use endlessly. after buying i found we still need in game money to use on Capital City. when you brought using real money shouldnt we using them without ingame money?

|||I think this is intended. When you buy a premium item from marketplace, you are just unlocking the ability to use or gain certain items. You still have to take the time ingame either doing quests or accumulating coins/empire points/faction points.
