Please make new civs start at level 40

I will pay if they start at level 40. But if they are 1 or even 20 for the pro packs I will not buy because I CBA grinding away again just so I can play PVP

You don't have to give them any gear or advisors.

I didn't make myself clear. Two costs, say £10 to start at level 1 and people like me pay £14-99 to start at level 40.
