Hi I was wondering if I will unlock the achievements for completing a quest or reaching a certain level with a premium civilization, after fulfilling the criteria, for example will I unlock the Level 10 achievement if I buy the premium civ pack after I reach level, say, 13?

Yes, you will.
I got all the achievements unlocked after I upgraded my civilization to premium as well.
